Combine first seven ingredients in large skillet. Brown the meat, then strain and set aside. In the same skillet, add crushed garlic, chopped onions, bell peppers and jalapenos. Cook until onions are clear and peppers have a little char on them. While the peppers are cooking, boil the tomatoes in separate pot until the skins begins to peel off. Strain tomatoes, remove the skin, and dice them up. Add chopped tomatoes, crushed tomatoes, tomato paste and flour to skillet with the onions, peppers and meat. Mix well and cook over medium heat for 45 minutes, stirring as needed. Place on a sesame seed bun and serve hot.
For Battered Onion Rings:
Cut onions into large slices and coat in flour. In a mixing bowl add flour, baking powder, seasoning and buttermilk. Stir to create a batter. Place vegetable oil in a cast iron skillet and heat to 375 degrees. Dip the onion slices in the batter until they are coasted well, then add to oil and fry until both sides are a golden brown. Serve hot.
