In a small saucepan, combine water, Italian dressing, Worcestershire sauce, and garlic powder. Cut steak into 1-inch cubes. Cut peppers and onions in 1-inch slices. Marinate ingredients for 2 hours. Put on skewers alternating ingredients. Cook over hot coals, brushing leftover marinade onto kabobs. Serve plain or over rice.
